This year`s Intellectual Property Organization (IPO)
annual meeting in Los Angeles will feature a one day program on global
compulsory licensing of patents. The program is heavily focused on
lawyers representing big corporations such as Pfizer, GSK, Microsoft, Philips
and Qualcomm, etc, along with Will Tom from the FTC, Hugh G. Hansen from
Fordham, and some others.

ONE-DAY PROGRAM Wednesday, September 14 COMPULSORY LICENSING AS AN
EMERGING GLOBAL IP ISSUE
The conference will address compulsory licensing from both geographical and industry
perspectives. Those sessions directed to compulsory licensing in the United
States and Asia (Japan, Taiwan and China) will consider, in particular, whether
we are beginning to see a convergence in how countries apply compulsory
licensing to patent enforcement and what this may mean to national and
international IP rights.
Additional sessions will be directed to the impact of compulsory licensing on
standards and the pharmaceutical industry. During the standards session we
expect to review the FTC`s views regarding its Rambus, Qualcomm and Princo
decisions, the draft `Disposal Rules for Inclusion of Patents in
National Standards by the China National Institute of Standardization, the Taiwan
Orange Book decision, the EC competition Guidelines and its `safe harbors` as
well as discussion concerning green technology. Panelists will include
representatives from various industries, academia and the judiciary.

Address by: Willard K. Tom, General Counsel of the Federal trade Commission
Will Tom is the General Counsel of the Federal Trade Commission. He previously
served as Deputy Director of the Bureau of Competition and as head of the
Bureau`s policy office. He also served at the Antitrust Division
of the Department of Justice as Counselor to the head of the Division. In that
capacity, he was a principal drafter of the Department of Justice and Federal
Trade Commission Antitrust Guidelines for the Licensing of
Intellectual Property. His 30 years as an antitrust lawyer also includes stints
as a partner in two major law firms. Will is a member of The American Law
Institute and the Administrative Conference of the United States, was the
editorial chair of the American Bar Association`s two-volume treatise, Antitrust
Law Developments; has served as a member of the D.C. Federal Judicial
Nominations Commission; and has been honored by listings in Who`s Who in the
